Getting Started

How to Use This Portal

Follow the steps below to successfully submit an application through the GCMA Works & Infrastructure Portal.

Choose Your Service

From the Dashboard, identify the service you require — Building Permit, Penalty, Temporary Structure, Road Blockage, Upload Documents, or Upload Projects. Click on the relevant card to begin.

Prepare Your Documents

Before starting your application, gather all required documents. Accepted formats are PDF, JPG, PNG, and DWG (CAD files). Maximum file size per document is 10 MB. See the document checklist below for each service type.

Complete the Application Form

Fill in all required fields accurately. Ensure your Ghana Card number, property details, and contact information are correct. Incomplete applications will be returned for revision.

Upload Supporting Documents

Attach all required documents to your application before submitting. Use the Upload Documents service for bulk document submissions linked to an existing application reference number.

Submit & Note Your Reference

After submission, you will receive a unique Application Reference Number (ARN). Save this number — you will need it to track your application status or communicate with our offices.

Track & Await Approval

Use your ARN to check the status of your application online. Processing times vary by service type (see the table in the FAQ section). You will be notified by email or SMS upon approval or if additional information is required.

Document Requirements

Building Permit

  • Completed application form (Form BP-01)
  • Copy of Land Title Certificate or Lease Agreement
  • Architectural drawings (site plan, floor plan, elevations)
  • Structural engineering drawings (signed by registered engineer)
  • Copy of Ghana Card of applicant
  • Proof of property ownership or tenancy
  • Environmental Impact Assessment (for large projects)
  • Payment receipt of application fee

Temporary Structure / Road Blockage

  • Completed application form (Form TS-01 or RB-01)
  • Copy of Ghana Card of applicant or company registration
  • Sketch or diagram of the proposed structure/blockage area
  • Duration and dates of the temporary use
  • Letter of consent from adjacent property owners (where applicable)
  • Insurance certificate (for road blockage)
  • Traffic management plan (for road closures)
  • Payment receipt of application fee

Frequently Asked Questions

How long does it take to process a building permit?
Standard building permit applications take 10–15 working days from the date of successful submission with all required documents. Complex or large-scale projects may take up to 30 working days. You will receive SMS/email notifications at each stage of processing.
What are the fees for permit applications?
Fees are calculated based on the type and scale of the application. Building permit fees are assessed per square metre of the proposed structure. Road blockage and temporary structure fees are flat-rate based on duration. A full schedule of fees is available at the Assembly offices or can be requested via email at fees@gacentralma.gov.gh. Payment can be made via GhIPSS, mobile money, or at the Assembly cashier.
Can I submit a physical application instead of using the portal?
Yes. Physical application forms are available at the Works & Infrastructure Department counter at the Assembly offices in Odorna, Accra. Office hours are Monday to Friday, 8:00 AM – 5:00 PM and Saturday, 9:00 AM – 12:00 PM. However, we encourage use of the online portal for faster processing and status tracking.
My application was rejected. What should I do?
If your application is rejected, you will receive a written notification detailing the reason(s) for rejection. You may address the issues raised and resubmit your application with the same ARN within 30 calendar days at no additional processing fee. For guidance on addressing specific rejection reasons, contact the Works Department at works@gacentralma.gov.gh or call (030) 296-0020.
How do I pay a penalty notice?
Penalty notices can be paid online via the Penalty service on this portal, through GhIPSS mobile payment, or in person at the Assembly cashier. Quote your Penalty Notice Number (PNN) when making payment. Penalties must be settled within 21 days of issuance to avoid additional surcharges. If you wish to dispute a penalty, submit a formal objection in writing to the Enforcement Unit within 14 days.
What file formats are accepted for document uploads?
The portal accepts the following file formats: PDF, JPG, JPEG, PNG, DWG (AutoCAD), and DXF. Each file must not exceed 10 MB in size. For large project drawings, please compress files or contact the Works Department for alternative submission arrangements. All uploaded documents must be clearly legible and, where applicable, signed and stamped by the relevant professional (architect, engineer, surveyor).
Is my personal data safe on this portal?
Yes. This portal complies fully with Ghana's Data Protection Act, 2012 (Act 843). Your personal information and uploaded documents are stored on secure government servers and are only accessed by authorised Assembly personnel processing your application.
